Pune: Civilian doctors seeking admission to super speciality courses in Armed Forces Medical Services (AFMS) institutions will be required to sign a bond worth Rs 62 lakh, committing to serve in the Armed Forces after completion of their course.

The bond condition is part of the admission guidelines issued for DM, MCh and DrNB courses offered through NEET-SS counselling for the 2025 academic session.

AFMS conducts post-doctoral and super-speciality training primarily at the Armed Forces Medical College (AFMC), Pune and Army Hospital (Research & Referral), Delhi Cantt, to meet the requirement of super specialists within the Armed Forces. These seats are now filled through common national-level counselling conducted by the Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare.

As per the admission notice issued in this regard, the civilian doctors admitted to these courses must execute a bond agreement at the time of admission. Under the terms of the agreement, candidates must agree to serve the Armed Forces Medical Services (AFMS) for five years after completing their super speciality course, subject to medical fitness and other eligibility conditions.

If a candidate refuses to accept commission in AFMS after completing the course, they will be required to pay ₹62,00,000 to the Government of India as bond money for the 2025-2028 session. The bond must be executed on a ₹500 non-judicial stamp paper and registered or notarised with the office of the sub-registrar, with all associated expenses borne by the candidate.

"The candidate should be willing to serve the Armed Forces Medical Services (AFMS) for 05 years subject to fulfilling other eligibility criteria. Candidate will have to execute a bond agreement as per Appx ‘B’ at the time of admission, to pay a sum of Rs. Sixty-Two Lakhs Only (Rs. 62,00,000/-) to Govt. of India, for the session 2025-28 in case unwilling to join AFMS when offered commission on completion of the course," the notice said

Candidates who join the Armed Forces as Short Service Commission (SSC) officers after completing the course must serve for five years. If they apply for release before completing the service liability period, they must refund the bond amount proportionately at the rate of ₹12.4 lakh per year of unfulfilled service, subject to government approval.

"That the Post-doctoral Student after grant of short service commission, if applies for release from service within Five years of grant said commission for any reason whatsoever and provided his/ her release is sanctioned by the Govt of India, as per rules in force, he/ she shall be relieved only after he/ she has refunded Bond money at the rate of Rs. 12.4 Lakhs (Rupees Twelve Lakhs and Forty Thousand only) per completed year or part thereof of unfulfilled liability limited to the Bond money as contained in the Bond agreement executed at the time of admission," the notice said.

However, if a candidate withdraws from the course after the last admission date, they may be required to pay ₹20.66 lakh per year or part thereof as training cost, depending on the stage at which the withdrawal occurs.

"That if the Post-doctoral Student leaves the institution without completing the course due to any reason after the last date of admission to the Post-doctoral course as specified by NMC/affiliated University, he/ she will be required to pay a sum of Rs. 20.66 Lakhs (Rupees twenty Lakhs and Sixty Six Thousand only) per year or part thereof of the education at the institution based on extant rules subject to the conditions," the notice read.
