Major expansion will more than double the hospital’s size, adding advanced critical care, dialysis services and modern patient facilities.

An $861.4-million contract has been awarded for the redevelopment of Bowmanville Hospital, marking a major milestone in a project designed to expand healthcare capacity in one of Ontario’s growing communities.

Lakeridge Health and Infrastructure Ontario have selected PCL Partnerships to design, build and finance the redevelopment, which will more than double the size of the existing hospital.

The project will introduce expanded critical care services, new outpatient clinics, a haemodialysis centre, private patient rooms and a rooftop helipad.

Site preparation is expected to begin this fall, with major construction scheduled to start in early 2027. The project is targeted for completion in 2030.

Bowmanville Hospital will remain operational throughout construction.

Expanding healthcare capacity in Durham Region

The redevelopment is intended to address increasing demand for hospital services in Clarington and the broader Durham Region.

The expanded facility will feature modern patient-centred spaces and additional clinical capacity, allowing more residents to access specialized services closer to home.

One of the project’s most significant additions is Level 3 critical care capacity, providing advanced care for patients with life-threatening illnesses or injuries.

The hospital will also introduce a dedicated haemodialysis centre for patients with kidney disease, reducing the need for some residents to travel to other facilities for treatment.

New ambulatory care clinics will support patients who require diagnostic, treatment or follow-up services without an overnight hospital stay.

Additional features include private patient rooms, improved facilities for patients and families, and a rooftop helipad to support emergency medical transportation and patient transfers.

Contract award clears the way for construction

The $861.4-million fixed-price contract follows a competitive procurement process managed by Infrastructure Ontario and Lakeridge Health.

PCL Partnerships will be responsible for designing, building and financing the redevelopment under a design-build-finance model.

The project team includes PCL Investments Inc., PCL Constructors Canada Inc., Diamond and Schmitt Architects Incorporated and Cumulus Architects Inc., with TD Securities serving as financial advisor.

Under this procurement approach, design, construction and financing responsibilities are integrated into a single project agreement, an arrangement intended to improve coordination and provide greater cost and schedule certainty.

The contract also includes Buy Ontario provisions and is expected to create opportunities for local businesses, construction workers and skilled tradespeople.

Supporting the region’s growing population

The redevelopment forms part of Lakeridge Health’s broader strategy to strengthen hospital services across Durham Region.

With the region’s population projected to grow substantially over the coming decades, healthcare organizations face increasing pressure to expand infrastructure and deliver services closer to where patients live.

The Bowmanville project is intended to respond to that demand through a combination of additional capacity, modern clinical facilities and expanded specialized services.

Cynthia Davis, president and CEO of Lakeridge Health, described the contract award as a defining milestone for the hospital and the region’s healthcare system.

The hospital organization emphasized that the redevelopment is intended not simply to create a larger building, but to provide the facilities and services needed to support future generations.

Hospital services to continue during construction

PCL Partnerships is expected to begin mobilizing at the hospital site later this fall, ahead of major construction activities in 2027.

Lakeridge Health has confirmed that Bowmanville Hospital will continue providing patient care during the redevelopment.

Maintaining operations during construction will be an important consideration as work progresses, particularly for patients accessing emergency, inpatient and outpatient services.

The Bowmanville Hospital Foundation is also continuing its community fundraising campaign to support the local share of redevelopment costs and the purchase of equipment.

With the construction contract now awarded, the project moves from procurement into the next stage of delivery, bringing Durham Region closer to a substantially expanded hospital and a broader range of healthcare services.
