France raises avian influenza risk level to moderate
The change took effect on 5 November after rising HPAI detections in neighbouring countries prompted the government to reassess the threat from migrating wild birds.
France has raised its epizootic risk level for highly pathogenic avian influenza (HPAI) from negligible to moderate across metropolitan France. The ministerial order was published in the Journal officiel on 4 November.
The order cites an increase in HPAI cases among wild birds in several neighbouring countries. It also points to virus activity along migration routes and the possibility that migrating birds could carry the virus into metropolitan France.
The new measure revokes the order of 22 May 2026, which had set the risk level at negligible.
