Uzbekistan targets poultry expansion with US$432 million investment plan through 2028
Feed production and processing capacity
Alongside production expansion, the government plans to increase feed manufacturing capacity to 3.3 million tonnes, recognising feed availability as a key factor for the sector’s continued growth.
Processing infrastructure is also set to be upgraded. Uzbekistan aims to raise the share of poultry processed in modern slaughter facilities from the current 20% to 50%, a move intended to improve efficiency, product quality and food safety standards.
The government has also emphasised that expanding poultry production is intended to improve the availability and affordability of poultry products for domestic consumers.
Digital technologies for poultry farming
The development programme places considerable emphasis on digitalisation. Authorities plan to introduce the Smart Fermer platform, an artificial intelligence-based management system designed to support livestock producers through digital animal identification, veterinary services, feeding management, pasture monitoring and access to government support schemes.
Although designed for the livestock sector as a whole, the platform could also support poultry enterprises through improved digital management and traceability as digital technologies become more widely adopted.
Poultry development within a broader livestock strategy
The poultry investment programme forms part of a wider national livestock development plan covering the period 2026–2028. During a government meeting chaired by President Mirziyoyev, officials outlined plans for 802 new livestock projects, the rehabilitation of 103 inactive farms, and total livestock investments of US$463 million. The strategy also includes the establishment of 16 specialised livestock districts to support breeding and production activities.
The broader strategy includes measures to improve animal genetics through artificial insemination and embryo transfer, expand breeding programmes, strengthen veterinary services and establish the Uzbekistan Livestock Breeders Association.
These initiatives complement the objectives set out in Presidential Resolution PP-179, adopted in May 2026, which established national targets for expanding livestock production, improving breeding quality and increasing feed crop cultivation by 2028.
Focus on implementation
President Mirziyoyev instructed officials to assess the economic viability of the proposed projects, ensure that financing is used for its intended purposes and introduce digital systems for monitoring implementation and improving accountability.
While the announced figures represent government targets rather than completed achievements, the programme signals Uzbekistan’s intention to accelerate the modernisation of its poultry industry through investment in production capacity, feed manufacturing, processing infrastructure and digital technologies.
